You ask us to imagine a city with only demolition crews. The only thing that comes to mind is Aleppo. Though... perhaps that was just way too much demolition way too fast rather than a lack of building.
Anyway, interesting point. 
To either criticize or come up with solutions, one must adopt a subjective viewpoint. If that viewpoint has shared common ground with the viewpoints of those being criticized/advised then perhaps something good can come of the process. However, if there is no common ground, no common goals, or shared values between the criticizer and the person being criticized, then it is very unlikely that any benefit will result of the exchange of ideas.
You might say "all humans have common goals", but do we? do we really?

Too many people are complete trolls who think that just because they criticize something it makes them smarter. But every three year old can criticize anything from why the sky is blue to why war exists, it takes a mature mind to think critically enough as to what alternatives may exist to the status quo.
